This webpage is intended to provide information to property owners in areas being considered for annexation by the City of Wahoo as well as for any interested citizens.
In 2005 the City of Wahoo retained the services of JEO Consulting Group to analyze the potential of certain areas on the perimeter of the City's Corporate Limits for annexation. Areas were identified by the study and each area was considered by the study with relation to the Nebraska State Statutes regarding annexation. Twenty-one areas were identified around Wahoo for possible annexation. This report was submitted to the City Council for review. The Mayor and Council directed the Board of Public Works and the City Department Heads to review each area to identify costs or issues within each area. Department information was added to the annexation report and presented to the Council. In March 2007 the City Council accepted the Final Annexation Study. Included in the study was a Map which identifies each area.
ANNEXED AREAS
Prior to the final acceptance of the annexation study, Area 13 was annexed into the City in December 2006 in conjunction with approval of Sycamore Hills Subdivision. Area 21 was annexed into the City on April 12, 2007.
In August 2007 the Council identified several areas for consideration on annexation. Areas which were identified and annexed into the City on October 11, 2007 included Area 2, Area 17, Area 18, and Area 20.
POLICY on EXISTING SERVICES
In July 2007 the City adopted a resolution, Resolution No. 2007-26, to establish a policy on how the City intended to handle existing services in newly annexed areas. In February 2008 this policy was repealed and replaced with Resolution No. 2008-06, a more extensive policy on handling exisiting services in newly annexed areas. The Council intends for this to serve as a guide for preparing the statuatorily required "Plan to Extend City Services" once annexation has been completed.
AREAS BEING CONSIDERED FOR ANNEXATION
At the February 28, 2008 meeting of the Council, action was taken to request a recommendation from the Planning Commission on annexation of the following areas identified in the Final Annexation Study:
Area 3 - Janecek's Subdivision
Area 4 - Country Club Acres
Area 5 - Cook's Subdivision
Area 8 - West Continental Estates, East Continental Estates, and Arbor Lodge Acres
Area 9 - City View Acres
At the March 6, 2008 meeting of the Planning Commission, the Planning Commission heard citizens concerns and made a recommendation to the Council that issues and concerns of citizens be addressed prior to moving foward with annexation. This recommendation was passed on to the City Council at their March 13, 2008 meeting and considered by the Council. As a result, the Council established an Annexation Committee formed of members of the City, Utilities and representatives from each Subdivision being considered for annexation.
At the March 27, 2008 meeting of the Council, the Mayor officially appointed the following City and Utility representatives and Staff to the Annexation Committee:
City Council - Jerry Johnson
Board of Public Works - Merle Hennings
City Staff - Melissa Harrell
Utility Staff - Jim Gibney
City Attorney - Loren Lindahl
Mayor - Daryl Reitmajer.
He also requested each Subdivision submit names of two representatives to speak on their behalf at the Committee meetings by April 15. Name were submitted and a final list of all members of the Annexation Committee is below:

It was agreed that a report with the results from the work of this Committee will be submitted to the full City Council by August 31, 2008.
APRIL 24, 2008
An organizational meeting was held of the City Representatives and the Subdivision Representatives on Thursday, April 24 at City Hall. At that meeting, general information was shared about the purpose, goals, communication, process, and general rules that Committee members will follow. These can be reviewed in the Agenda attachment below. At that meeting four questions were posed to the Subdivision Representatives and they were asked to collect information from their respective areas. An Annexation Study Input Form with the four questions was made available to each area and can be seen in the attachment below. Subdivision Representatives will be contacting property owners in their area for their input. Subdivision Representatives were asked to have these collected and returned to City Hall mid-May. If you are a property owner in one of the above listed areas, please contact your Subdivision Representative instead of submitting information directly to City Hall. The information provided from this input will be the basis for future discussions between the City and the various Subdivisions.

MAY 22, 2008
A meeting of the Annexation Committee was held on May 22, 2008 at 8:00 p.m. at City Hall. Subdivision representatives presented information from their Annexation Study Input Form to the City representatives in the form of a "Subdivision Agreement" for all areas. Minutes of the meeting are as follows:
Please contact your Subdivision Representatives for a copy of the material presented to the City Representatives.
City Representatives will review the proposed Agreement and will be in communication with Subdivision Representatives when ready for a meeting.
